TRANSFER POLICY

1 Definitions
1.1 The following words and expressions have the meaning hereby assigned to them:
1.1.1 Academic Advising: Interactions between a Student and an Academic Advisor that involve discussing the Student’s academic plan, making appropriate Course selections, academic progression, and learning outcomes.
1.1.2 Academic Advisor: A representative of the University who helps and advises Students on their academic plan, appropriate Course selections, academic progression, and learning outcomes.
1.1.3 Academic Calendar: A representation of the periods associated with the University’s operations, containing the teaching periods, exam and holiday dates, and key deadlines, which is approved by the University’s Board of Trustees.
1.1.4 Academic Unit: An entity within the University that delivers Courses for Programs or for entry into Programs.
1.1.5 Academic Year: Means the 12-month period defined in the University's Academic Calendar, as approved by the Board.
1.1.6 Admission: The process in which Applicants are evaluated for entry into a University Program.
1.1.7 Applicant: An individual who has submitted and completed an application to be admitted into a Program.
1.1.8 Block Transfer: Transfer of credit in the form of a block of Courses rather than on a Course-by-Course basis.
1.1.9 Challenge Examination: An examination that assesses a Student's existing knowledge that may exempt the Student from completing a Course.
1.1.10 Course: A set of Learning Sessions in a particular subject, with a defined scope and duration, and specific learning outcomes.
1.1.11 Credit: A unit of measurement assigned to a Course based on the total amount of learning time that counts toward a Program or credential completion, at a particular level of the Qatar National Qualification Framework.
1.1.12 Cumulative GPA: The overall cumulative grade point average across multiple Semesters in a Student’s Program.
1.1.13 Exemption from Course: A grade type indicating that a Student has satisfied a Course requirement through Course transfer or Challenge Examination.
1.1.14 External Course: Coursework completed at another higher education institution.
1.1.15 External Transfer: Transfer to the University from another higher education institution.
1.1.16 External Transfer Credit: Transfer of eligible Courses and Credit earned at another institution.
1.1.17 Final Grade: The grade assigned for the entire Course when all Final Grade Components of the Course are completed.
1.1.18 Final Grade Components: The elements which, when computed, total the Final Grade for the Course.
1.1.19 Internal Transfer: A transfer between Programs within the University.
1.1.20 Internal Transfer Credit: A transfer of eligible Courses and Credit earned in one University Program to another.
1.1.21 Learning Session: Classes, labs, placements, or work term prescribed by a Course.
1.1.22 Program: A prescribed set of Courses leading to a qualification, including a Certificate, Diploma (2 years), Advanced Diploma (3 years), Bachelor, Master, or Doctorate, according to the Qatar National Qualifications Framework.
1.1.23 Semester: A division of an Academic Year where a Student is enrolled in Course(s) followed by an examination period.
1.1.24 Student: A person who is presently enrolled at the University in a Credit Course or who is designated by the University as a Student.
1.1.25 Transfer Period: The duration of an Internal or External Transfer application submission and approval.
1.1.26 University: University of Doha for Science and Technology established by Emiri Resolution No. 13 of 2022
1.2 Where the context requires, words importing the singular shall include the plural and vice-versa.
1.3 Where a word or phrase is given a particular meaning, other parts of speech and grammatical forms of that word or phrase have corresponding meanings.
2 Policy Purpose
2.1 The purpose of this policy is to define the regulations relating to Internal and External Transfer Credit.
3 Policy Scope
3.1 This policy applies to:
3.1.1 All Students transferring from one University Program to another.
3.1.2 All Applicants transferring to the University from another institution.
3.2 Applicability
3.2.1 This policy supersedes Section 8.4, 8.5 A, and 9 of AC-103-PR.
4 Program Transfer
4.1 Students are permitted to request a transfer from one Program to another. Program transfer must be completed before the following maximums:
4.1.1 33 Credits earned towards a Diploma.
4.1.2 60 Credits earned towards a Bachelor’s degree.
4.1.3 9 Credits earned towards a Master’s degree.
4.2 Approval transfer from one Program to another is dependent on the following:
4.2.1 The Student satisfying the receiving Program’s minimum requirements as outlined in the Transfer Procedure (PR-ST-06) and;
4.2.2 Program capacity.
4.3 The receiving Program must ensure appropriate Academic Advising.
5 Transfer Credit
5.1 Internal Transfer Credit
5.1.1 Credits earned in other University Programs may be used to fulfill the requirements of the receiving Program as outlined in the Transfer Procedure (PR-ST-06). Transfer Credit may be granted on an Individual Course or a Block Credit basis.
5.1.2 The Final Grades for Courses completed prior to the Internal Transfer, which have been accepted into the receiving Program, are computed into the Student’s Cumulative GPA for the receiving Program.
5.1.3 Unless otherwise specified, Credits earned at the University are eligible for transfer consideration when completed within 5 years of transfer to the Program.
5.1.4 The receiving Program may accept Credits earned at the University up to the following maximums:
5.1.4.1 33 Credits towards a Diploma.
5.1.4.2 60 Credits towards a Bachelor’s degree.
5.1.4.3 9 Credits towards a Master’s degree.
5.1.4.4 The timeline for Internal Transfer Credit is detailed in the Academic Calendar.
5.2 External Transfer Credit
5.2.1 Subject to satisfying admission requirements, Students who have completed Courses at another recognized higher educational institution may apply for External Transfer Credit as outlined in the Transfer Procedure (PR-ST-06). Students are eligible for External Transfer Credit when:
5.2.1.1 The External Course was completed with a Final Grade of C or higher; and
5.2.1.2 The External Course was completed at the same year-level as the equivalent University Course; and
5.2.1.3 The External Course must equal or exceed the Credits of the equivalent University Course.
5.2.2 When External Transfer Credit is awarded, only the equivalent University Course is recorded on the transcript with an Exemption from Course notation of EN.
5.2.3 Unless otherwise specified, credits earned at another institution are eligible for transfer consideration when completed within 5 years of transfer to the University.
5.2.4 The Student’s University Program may accept External Transfer Credit from other institutions up to the following maximums:
5.2.4.1 33 Credits towards a Diploma.
5.2.4.2 60 Credits towards a Bachelor’s degree.
5.2.4.3 9 Credits towards a Master’s degree.
5.2.4.4 The timeline for applying External Transfer Credit is at the point of application for Admission to the University.
6 Master’s Thesis
6.1 Credit for a Master’s thesis cannot be transferred.
7 Tuition and Fees
7.1 Students are responsible for all fees associated with their Program transfer.
7.2 After enrollment, Qatari Students can transfer Program only once before being assessed tuition charges upon the second transfer.
8 Procedures
8.1 The Vice-President, Student Affairs will ensure that procedures are developed and implemented in accordance with this policy.
